For births in Malaysia, give the time on the birth certificate and the town. Peninsular Malaysia moved its clocks from UTC+7:30 to UTC+8 on 1 January 1982 to match Sabah and Sarawak, and the peninsula ran on Tokyo time (UTC+9) during the Japanese occupation of 1942 to 1945. The chart applies the offset in force where and when you were born, so give a pre-1982 birth time from Kuala Lumpur or Penang exactly as recorded.
